A product manager at a mid-size insurer told me something last month that stuck with me. He said: "I could either wait four months for IT to approve my AI agent, or deploy it myself in a week and ask forgiveness later. I chose the week."

He's not an irresponsible person. He's a rational actor in a system with misaligned incentives. And he is absolutely not alone.

The pattern

Here's what happens in almost every enterprise we talk to. The details vary. The pattern doesn't.

A team builds an AI agent. Maybe it automates claims triage, or qualifies sales leads, or drafts regulatory reports. It works. It saves hours of manual work. The team is excited. They want to use it in production.

They approach IT or security for approval. The response is some combination of: we need to do a risk assessment, we need to review the architecture, we need to check compliance, the AI committee meets quarterly, please fill out this intake form.

None of these requests are unreasonable. All of them take time. Weeks, usually. Sometimes months.

Meanwhile, the team has a working agent and a deadline. So they deploy it. They use their own API keys. They host it on a team account. They don't route it through corporate infrastructure. The security team doesn't know it exists.

This is shadow AI. It is widespread. And trying to stop it with policy alone is like trying to stop shadow IT in 2010 by banning Dropbox. It didn't work then. It won't work now.

Why blocking doesn't work

The instinct from security is to control this. Block access to model provider APIs. Require all AI workloads to go through an approved channel. Implement network-level restrictions.

This works technically. It fails organizationally.

The moment you block direct API access, teams find alternatives. They use personal accounts. They route through third-party tools that embed model access. They use no-code platforms that call models in the background. The agent still exists. You just lost the ability to see it.

Worse, you've created an adversarial relationship. The teams building AI agents are usually the most productive, most innovative people in the organization. They're doing exactly what the CEO asked them to do: use AI to work faster. Putting yourself between them and their tools makes you the obstacle, not the enabler.

I've seen this dynamic destroy the working relationship between security and product teams. Once that trust is gone, it takes years to rebuild. And during those years, the shadow AI problem gets worse, not better.

The actual problem

Shadow AI is not a security problem. It's a symptom of a governance problem. Specifically: the governance path is slower than the deployment path.

When it takes four months to approve an AI agent and one week to deploy one, people will deploy first. Not because they don't care about security. Because the incentive structure makes compliance irrational.

The fix is not to make deployment harder. It's to make governance faster.

This is a genuinely different framing, and in my experience it changes the conversation completely. Instead of "how do we stop teams from deploying unauthorized agents?" the question becomes "how do we make it faster to deploy an authorized agent than an unauthorized one?"

What faster governance looks like

I don't think this requires reinventing anything. It requires removing friction from the approval process by automating the parts that can be automated.

Automated risk assessment on connection. When a team connects an agent, the system should automatically classify what the agent can do: which models it calls, what tools it has access to, what data it can reach. This replaces the manual intake form. The assessment happens in minutes, not weeks.

Policy enforcement as infrastructure. Instead of a committee deciding what each agent is allowed to do, codify the policy. PII data requires encryption. Financial data requires approval workflows. External API calls require audit logging. If the policy is code, the agent can be evaluated against it instantly. No meeting required.

Graduated access. Not every agent needs full review before it can run. An agent that reads public documentation is not the same as an agent that processes medical records. Tier the requirements. Low-risk agents get automatic approval. Medium-risk agents get automated review with human sign-off. High-risk agents get full assessment. Match the governance effort to the actual risk.

Visibility without permission. This is the most important one. Give teams a way to connect their agents to a governance layer that provides monitoring and audit trails without requiring them to change their code or their deployment. Make the governed path easier than the ungoverned path.

If connecting an agent to governance takes one line of code and gives the team a dashboard, they'll do it voluntarily. If it requires a six-page form and a three-week review, they won't.

The organizational conversation

I want to be honest about something: technology alone doesn't solve this. The tooling can make governance fast enough to compete with shadow deployment. But the organizational dynamics matter just as much.

The security team needs to shift from gatekeeper to enabler. This is easy to say and genuinely hard to do. It requires the CISO to accept some risk in exchange for visibility. An agent running through a governed channel with monitoring is safer than the same agent running without any oversight, even if the governance isn't perfect yet.

The product teams need to understand that governance is not bureaucracy. It's protection. The first time an ungoverned agent leaks customer data or exceeds a budget by 10x, the team that deployed it will wish they'd had guardrails. Governance is the thing that prevents a prototype incident from becoming a board-level crisis.

And leadership needs to align the incentive structure. If teams are rewarded for deploying AI quickly but not held accountable for deploying it safely, shadow AI is the inevitable result. The incentives need to reward governed deployment as explicitly as they reward deployment speed.

A pragmatic middle ground

The organizations handling this best are not the ones with the strictest policies. They're the ones that have accepted a pragmatic middle ground:

Deploy fast, govern continuously. Don't front-load all governance into an approval gate. Let teams deploy with baseline monitoring from day one, then increase governance as the agent proves its risk profile. Start with visibility. Add enforcement as you learn what the agent actually does in production.

This is uncomfortable for security teams accustomed to approve-before-deploy models. But the alternative is worse. The alternative is agents deploying without any visibility at all.


Shadow AI is what happens when governance can't keep up with innovation. The answer is not to slow down innovation. The answer is to speed up governance. Make the governed path the fastest path, and shadow AI becomes a solved problem. Not through control. Through convenience.
